Family planning, today encompassed within the continiuum of compeherensive reproductive health and rights, has long been the domain of non-governmental organizations (NGOs), civil society groups and individuals. Historically, a few activists heve fought for the rights of women to birth control and voluntary motherhood, especially for underprivileged women worn by the physical emotional and financial toll of repeated pregnancies and childbirth. Since the formalization of the fam,ily planning movement in Bombay in 1952, the momentum has grown in the spheres of advocacy, service delivery and fundraising. NGOs have also expanded their frontiers towards working with adolescents and youth people, marginalized and underprivileged groups, paving the way for the more contentious and sensitive isues of sexual and reproductive health to be voiced. From having their voices heard, NGOs are now striving for increased resources so as to expand their programmes and be considered as equal partner in policy dialogues. In the same way that NGOs led the way during the 10-year review of ICPD with Countdown 2015 in London in 2004, similarly a large Ngo forum convened in Berlin in September 2009, orecending the 15-year ICPD global commemoration day, which was held in New York in October 2009. This paper builds on the recommendations of the Berlin Forum as well as those that emerged from the Asia-Pacific NGO Forum, which was held in Bangkok in September 2009 prior to the Asia-Pacific High-level Forum on ICPD at 15, which was organized by ESCAP and UNFPA. It is hoped that NGOs' voices will continue to be heard as echoing the voices of the people, especially the most vulnerable.
