George Bush’s advisers would routinely portray the gaping current-account deficit as good news: since it was matched by incoming foreign capital, it simply proved that America was a great place to invest. By contrast, imbalances have been a recurrent theme of Barack Obama’s. His speeches often sermonised about the evils of bubbles, easy credit and borrowing from China. He insisted that America had to live within its means. “As we rebuild we must also rebalance,” he said in the introduction to February’s Economic Report of the President.
