Expending in Regional Budget has important role in executing regional government activities. Effectiveness of expending in regional budget has its direct influence to effectiveness of public services delivery, and in its turn will determine the success of regional government, both internal and external, among them, process of composing and establishing regional budget punctually, social participation, political support of DPRD and central government. Different point of view on democracy processm and technical obstacle in composing regional budget should always ensure the process of composing and establishing regional budget punctually, with the result that it can accelerate the process of implementing regional budget and it can has positive impact to public service delivery.
