Bureaucracy of Indonesian in the living of modern state is an implementer institution to reach the goal of state and government of Indonesia. Bureaucracy practiced of Indonesia in the world of government emerges a concept of governance bureaucracy that has become a determinant by its governance bureaucracy that has become a determinant by its governance implementation. Therefore, we need bureaucracy that is able to perform professionally and neutral in the political process.
