In developed countries, literature, study, and research in 50’s and 60’s is dominated by trying to understand model and dynamic bureaucracy application in government, business and modern society. From 1970’s until 1980’s, even though western literature of bereaucracy has too much to get inside dilemma, pro-contra, and bureaucracy implication, innovative bureaucracy issues has already existed. In 1990’s, understanding bureaucracy innovative has filled the development for the various industrials countries, however critics towards bureaucracy practice has never stopped. In 2000’s, bureaucracy study is not only critics but with perception that bureaucracy can be good, effectivem productive, and innovative. Bureaucracy is instrument for developing a society for getting their objective, thus it can do modification contiously align with the context for the current needs. In spite of bureaucracy innovation in Indonesian, there are 3 main issues. One, concept and application of citizens charter, second, application of information technology (E-government) in the government and third, important issue about regional autonomy as driving force of innovative bureaucracy.
