Ineffective tendency in organizing the execution of government activities of province of DKI Jacarta is caused by misinterpretation of working unit function and inaccuarate division of organization function which make appearance of nonrational magnitude of organization and the elaboration of function into the tasks relatively non-operational and emerge an non-optimal organizatiopn’s performance. Restructuring organization is necessary to be done and must be the priority in order that organization which already greater in magnitude can be rationally will make financing ratio larger in quantity at public sector, so that, the provincial government can gain capacity to solve problems at public sector. Restructing region as areal of working has to be done, so it can be more functional in executing its role in delivering public service, and bureaucracy reform can make bureaucracy more professional. Restructuring must be directed towards increasing the deliverance of public service, pushing the effectiveness of society empowerment, and increasing the acceptability of regional government.
