A good model government is government that has a high level of organizational effectiveness related to policy implementation in reality. Therefore bureaucracy development as an implementer institution in order to achieve govermnet objective is an imperative necessity. Bureaucracy development should be carried out by understanding ethics and bereaucracy’s professionalism. Ethics of bureaucracy means a good and precise understanding of the meaning and scope of public interest, a simple and clear work procedure, a reducing of discreation misuse (discretion of action) in providing service with an easy way, and an internalization of values of mutual respecting and mutual trusting. While bureacracy’s professionalism could be done by making management of public service goes on efficient and effectively.
