Mr Bush had not only won re-election with more votes than any previous president; he had become the first president in 70 years to win re-election while increasing his party's majorities in both houses. Two years later he received what he called a “thumpin” in the mid-term elections, with the Democrats winning control of both houses of Congress along with six governorships and 321 state legislative seats.
