Isi artikelThis research analyzes the effect of fiscal transfer and income sharing among center and local of per capita income regency/city in North Maluku Province, 2003-2007 years. It used the method of regression analysis in pooling data form of eight regencies/cities in North Maluku Province. This research used a model developed by Tochkov (2004) in China's case, and the next modified model until DAU (Dana Alokasi Umum) and DAK (Dana Alokasi Khusus) is transfer fiscal variable which simultaneously with income sharing as variables that assumed effect of per capita income. The data was provided from publication results of the Central Statistic Agency (BPS) and Planning and Local Development Agency (Bappeda) in Province and Regency/City in North Maluku for several periods. Empirically, analyzes result takes DAU variable not influence of local per capita income in eight regency/city in North Maluku Province, but DAK and income sharing have significant effect. This fact is clearing that implementation of local autonomy in North Maluku which can be hoped to decrease disparity of regional income, through increasing per capita income in regency/city it only effected by DAK and income sharing. While DAU is a fiscal instrument financing could not correct the gap level and per capita income each locals. That is impact of concentrated DAU allocated to routine expenditure for government activities rather than development expenditure, with the result being not of an effect of per capita income increase in eight regencies/cities in North Maluku Province.
