Experts and observers of the local autonomy stated that the management of local government based on autonomy system relies on many factors, such as human resources, financing, facilities. local organization, community participation, geography condition, socio -cultural, economic as well as political situation. Among those variables, the writer suggests two main variables which need serious attention and preparation by the local government, i. e. apparatus and financial readiness. The articles discuss those two factors.
