The article discusses four main questions : 1. how capable is the isntitution of local government in exercising its authorities 2. how prepared is the human resources in local government 3. how sufficient is the local government financing ability, and 4. are the facilties provided adequate The result of the research found that east nusa tenggara province is ready to implement local autonomy in certian issue. The institution found to be capable, particularly after analyzing the clarity of its organization, vision and mission, the ability of the organization to accommodate public aspiration and the success level of its programs and efforts to improve its service to pblic based on their aspiration and needs. Analyzing the apparatus readiness, the financial ability, and facilities availability, the province needs to do various improvements, considering that the province still lacks of adequate and qualified human resources, financial sustainability and facilities.
