The past 38 year development of the provinve of papua has not brought significant changes and showed substantial progresses in social, economic and politic life of the papuans in papua open opportunities to develop and unprove their capacities to be utilized in developing the region. In enviosioning the implementation of the special autonomy, a new paradigm of development should focus on the quality of growth to ensure that the any efforts will contribute to the welfare of the papuan people. The clan economy should be considered as an alternative approach to the property rights hold by clans. Developing the clan based on economy values will foster the productivity of the clan members to utilize their resources to improve their welfare. The provincial and district governments should be responsible to allocate substantial amount of fund in order to develop the economy based community or clan, create human capital and build infrastructure.
