Social protection as a tool and main prerequisite for overcome poverty were not being understand completely and not being implement in an effective policy. 1 Although Indonesian government enacted new regulation, UU No. 40 / 2004 about National Social Security System in 2004, yet it must be followed by operational regulation. Social protection which being arrange in UU SJSN among others give financial protection an social protection for the elderly people. Most of the elderly (96,1%) live with his/her family, who are not surely can fulfill the basic need of the elderly, because of poverty. To identify poor household, this research use criteria from BPS DKI Jakarta. Household which are being category as poor, if they have 3 variables from 7 variables of poor household. The purpose of this research is to get description how far is the need of social protection for the elderly in urban area Jakarta. This is cross sectional designed, spreading in 5 municipality in Jakarta. involve 205 elderly people age 60 and over, with 3 stratified cluster sampling. The output of this research shows that 17,1% of the elderly live in poor household. Elderly who get pension, have assurance and saving tend to live not in poor household. The need for social protection must be taken by priority for the elderly who live in poor household, do not have pension, health assurance and savings. In the future, the need for institutional care for the elderly have to be increased. Social security Program from government, like Kartu Sehat/Gakin. BBM Compensation fund, still not have reach poor household effectively, so that we need to make consideration the priority of elderly target which already mentioned above. It is also being proposed to give information and motivation for the pensioners to arrange or use their health assurance and also giving motivation for young generation to save their money for their old age. |
