Cities are developing into a gigantic human settlement. They represent serious sub-regional gaps in economic and welfare. This article reviews the consequences of over-urbannization. Cities are over populated by migrants and their resources are over-urbannization. As cities are over populated by migrants and their resources are overstretched, poor people will have to depend on themselves ( not the state) to survive. To avert the likelihood of cities developed into "senseless megapolitans", a number of measures should be thoughtfully planned. They are creating vibrant economic activities, improving the productivity of the poor, protecting and preserving of the environment and the development of social capital.
