The basic problem faced by the TNI is the low amount of funds available for the maintenance and operation of the Primary Defence Weapon System (Alutsista). The data shows that only 40% of Indonesian Navy and Air Force Alutsista/weapons can be made operational. To overcome this problem, this issue needs to be looked at comprehensively, within a grand strategy for the development of state power. This grand strategy is, on a basic level, very much tied to the issue of state power in an international system, i.e. how and for what purpose the state places itself in an international system to maintain its sovereignty. A country's power will be threatened if it does not have a strong military. The grand strategy is not only focused on matters of power alliances or military readiness, but also covers other strategic matters, such as economic, social, or political issues. One of the state's important functions in maintaining its existence is to build a strong defence, in order to be able to anticipate, repel and act against various threats, whether in the form of military aggression or not.
