General Election, generally, in a democratic process, is considered as a mechanism of government succession. In political change that has happened in decade's ninety, the new state which have decided for democracy, considered that the change of a regime depends on general election execution, including Electoral Institution. Therefore the formation of IEC (Independent Electoral Commission) in South Africa, IFE in Mexico and KPU (Komisi Pemilihan Umum) in Indonesia is considered as important element of the study on free and fair general election in order to understand politics of general election administration. This writing has its aim to discuss political affairs inside of KPU, by seeing the relationship between KPU and the elite bureaucratic of KPU, the Institution of KPU and its function.
