According to the explanation of government, the bureaucratic institution of government has changed, but, strategically, the government does not realize a comprehensive reform yet, because, until now, it does not a grand design of bureaucratic reform. What is happened is the execution of reform without any relationship among the bureaucratic institution in government. For instance, public service reform in one department has no any connection to the public service reform of another department, and also, public service reform of an autonomous region has no any connection to the public service reform of another autonomous region. Consequently, there is an autonomous region which has a good public service delivery, but another autonomous region has no any change. Indonesia is a Unitary State, so the State Administrative System must be also a unitary one. Therefore the unity of policy in order to realize bureaucratic reform must be directed to achieve unitary strategic changing. This writing has its aim to discuss it.
