The policy subsystem consist of the Trade Union (SB), Association of Entrepreneur (Apindo), the government and the team of experts. Apindo's belief system is how to increase the production, labor's productivity and efficiency, while SB is important component in the production process. The other founds showed that internal and external factors of the UMP policy in South Sulawesi including institutional aspects, existences and amounts of the coalition's members, and also their solidarity. Meanwhile, the external factors including the implementation of decentralization, mass media roles as well as the fluctuation of the economic condition, like inflation rate. In the context of UMP policy, SB and Apindo as coalition advocacy have policy resources to influence the UMP policy makers. Its involve ability of the polciy subsystem, lobby mechanism, and also authority which they have. On the one side, SB always applied strike and demonstration, survey KHL and non KHL, to blow-up the issue of inflation as their strategy to push the UMP policy that they want. The others, Apindo used negotiation, informal lobby and PHK threats as their startegies to gain what they want related to UMP policy. The reality of the different strategies of the coalitions advocacy created conflict, struggle and even bargain for gaining the optimum points what they want of the UMP policy. The policy broker, is Kadis and Kasi Pengupahan dan Kesejahteraan Tenaga Kerja Disnaker Sulawesi Selatan, play the important role to meet the different strategies until get compromise the nominal value of the UMP policy 2006. This research have reconstruct the theory of ACF which found by Sabatier and Jenkins-Smith (1993), especially to complete and strenghten it.
