Apparently, not all resettlement of people displaced by the building of the Kedung Ombo Reservoir has occurred in the manner planned; i.e. transmigration and organized resettlement. Some have found a new place to live on their own, and have established new communities in the vicinity of the reservoir waters. Among them new patterns of leadership have emerged. This article attempts to disclose the process that gave rise to this leadership.
