The political decision that has been taken is that the 5th 5-yearly development plan would provide a basis for take-off which would occur during the following five-yearly plan. In order to achieve this the government has already taken steps, for example, economic de-regulation and an attempt to simplify the bureaucracy. The question remains, will Indonesia achieve take-off during the current 6th 5-yearly plan? If it is achieved, will everyone partake? Or will it only be achieved on Java while other areas outside Java are left behind?
