Even in a situation of "revolution", "war" and "emergency" people still produce literature. Such literature may function to support the spirit of the struggle, or criticize those who obstruct the struggle, such as through corruption. So it would not be true to suppose that there is no opportunity to produce literature in a situation of chaos, for wherever there are people, there is literature. Literature is an integral part of human life.
