Why is transmigration almost always chosen as one of the programs in each government development plan, despite the fact that it is often said to be facing failure? This article tries to answer this question. By tracing the history of transmigration, the conclusion is reached that for the ruling elite, transmigration is a policy which can be used for a variety of aims, both demographic and non-demographic, such as the provision of cheap labour, increasing food production, local development, and national defence and integration. Thus, failure to reach one of the aims does not mean failure from the point of view of other aims.
