Education is a lifetime need. Every human needs education, anytime and anywhere. Education is important because without education human being will be difficult to develop and be left-behind. Hence, education must be set to produce high quality of human being and able to compete, and also posses good thoughts and moral. In Indonesia, guarantee to be able to access education program is actually part of the commitment from government, House of Representative and public, as mentioned in 1945 Constitution Law that said the country's goal is to educate nation life. The importance of fair access to education is clarified and detailed again in law no. 20 year 2003 about national education system.
