Education is continuously directed towards humans themselves as they are center of life. This article tries to describe the existence of correlation between the raise in education budget allocation of up to 20% and the efforts in raising education quality in Indonesia. Even doing so, the writer perceives as well as argues that in practice it still brings unfairness. It lies at the treatment to the teachers from Civil Service Employees and those from private schools. Even treatment to the state and private schools differs. Such practice in reality threatens a number of private schools to be collapsed. To the fact that private schools have played big roles especially in the early period of independence.
