The objective of this paper is to address the importance of R&D Defense institutions to revitalize their R&D management. The reasons to do this due to the fact inter alia of the present limitation and ineffectiveness of R&D defense institutions to mastering and developing self reliance defense technology. At least the following actions are suggested. The first is by encouraging the government to play significant roles in supporting R&D resource facilities. The second is to motivate R&D defense institutions to optimize professionally their management. The third is by determining the R&D defense institution which should be responsible to manage R&D activities at the local level as a consequence of the increasing number of R&D institutions in the decentralization era. Finally, there is a need to revitalize the present R&D defense institutions especially towards R&D activities to produce domestic based defense technology.
