Ata news conference immediately following his inauguration as prime minister on September 25, 2007, Fukuda Yasuo indentified his new administration as “a cabinet with its back to the wall.” He was referring to the fact that ruling coalition had lost control of the House of Councillors in an election decable two months earlier. It also reflected the sense of crisis pervading Fukuda’s Liberal Democratic Party with regard its prospects in general election for the more powerful House of Repsentatives. How would the LDP fare against the opposition Democratic Party of Japan, which had just won its biggest triumph ever in the upper house vote.
