A new system of medical care coverage for Japan’s 13 million senior citizens 75 years of age or older was introduced in April this year. The general response has been poor, however, party because of clumsiness and lack of explanation on the part of the ministry of Health, Labor, and Welfare. A key characteristic of system is that all participating seniors pay insurance premiums on an individual basis.
