As a local community, the street peddler's subculture possesses a social structure and lives in a certain culture, which belongs to a larger urban culture. Having such kind of culture and social culture, they have certain patterns and norms to sustain their economic activities. The street peddler's subculture alienation in the law development plan and the law empowerment occurs as the external regulations which is created by municipalities are more oriented to the interests of the government beaurocracy. Also, the regulations are becoming a means of social control against the activities of street pedlars. Meanwhile, the street peddlers do not have any sufficient power resource to "enter" and obey the rules in the formal law established by the government. It appears informal law trough autonomy of the street peddler's behaviour and interactions as a culture strategy to sustain their economic activities. The Technocratic-Structural law function is not sufficient in this time, and It's needs the Humanize-Participators Law as a social empowerment by law.
