This paper discusses the government policy in mangrove rehabilitation action with concern to the new approach in relation to the implementation of Local Autonomy, which shifts form the top down approach to the bottom up approach (coastal society empowering approach). With this approach, the society will own "sense of belonging" to manage the mangrove forest, which is already rehabilitated by the society. The approach will educate the society about the importance of mangrove forest for coastal life especially for protection and fishery.
