The problem faced by current measurement system of performance management within the company has not run with the maximum and only a subjective measure of each employee who works and also who will start working at the company, so no assessment of the exact size of the capability and competence of employees, especially things that related activity engaged in this service. This study provides performance measurement system design which has not previously been applied to the company, this measurement has a definite direction and size of the assessment. Performance measurement system using the method applied is the Chartered Institutes of Personnel and Development (CIPD) which is a way of measuring performance indicators that have been determined, the assessment is put emphasis on the assessment of six indicators, Individual Factors, Working Life, Management, Leadership of Communication, Attitudes to Work, Engagement, and Outcomes, 6 basic qualification provides the points of questions related to existing qualifications. Measurement of this work can provide the output of the performance has been owned by the employees as well as the design of subsequent performance measurement. Shape design of performance measurement is proposed to improve the quality of the company so that the performance of the employee and the company is able to be more developed than before. Measurement of this work is considered better than before, so that leaders try to implement these performance measurement plan for the next work program. Concrete results are shown from the performance measurement is the assessment and evaluation of employees who have worked at the company, this gives the picture quality of employee-owned company.
