Most third world states are authoritarian in one way or another. Most of them can be described as military-bureaucratic in that they are dominated by an alliance between the military and the bureaucracy. What are factors that affect the nature of military-bureaucratic regimes? Why are some regimes characterized by administrative inefficiency, extensive corruption and openness to vestedinterest pressures while others are committed to rapid economic development and posses relatively impartial and efficient administrative apparatuses capable of formulating and implementing technocratic policies even when these harm important vested-interests? And how do regimes change from one type to the other? In weberian terms, what causes patrimonial authority to be replaced by legal-rational authority. In short, what brings about the regularization of military-bureaucratic regims?
