In the New Order's Period, decentralization of development planning and controlling is carried out to a minimal extent, and with a maximal care. A number of reasons seem to have been responsible for the inevitable domination of the Center over the various regions. These include an emphasis on national stability, a centralized control of financial resources, significant functions of the Armed Forces, depolitization of popular parties, and the considerable shortage of experts in local areas.
