A national economic development program must have unequivocal objectives. The first of these objectives should be to eliminate the poverty of the majority. The second objective should be to build a self-reliant economy. And the third, to raise the level of development of our productive forces, and with this, the standard of living of the whole society. Our aim should be to pursue all of these at the same time. However, according to Randolf S. David, in the event of a conflic of objectives in the short-range, the order of priority should be, first, the elimination of the poverty, second, the building of a self-reliant economy, and third, the development of the productive forces.
