The DPD does not have power to pass legislation. It can only introduce or gives advices on a certain range of Bills in the DPR. With this limited power, DPD acts only as a sub-ordinate of DPR. Such a limitation gives rise to the opinion that the idea to create DPD in order to provide a way for a new kind of representative from the regions to enter into the world of decision-making in the national level has failed. This article tries to potray the DPD's role in legislation and how to strengthen that function in the legislation process.
