"Responsibilities of the state to its citizens must and will grow, and not diminish" (Isaiah Berlin). Economic crisis that has happened in the United States of America (USA) in mid of year 2007 to 2008 is a kind of repetition back to the year of 1929-1940. The USA's economic conditions at that time had the great depression due to the drastically collapse on economic productions, the delayed of product marketing and commodities as well as stagnation on services sectors. Both examples have proven the failure of market mechanism that disobeyed the government interventions towards economy and social life of the public. The idea of free market was sponsored by Adam Smith (1723-1790). In contrast to this concept is a welfare concept supported by Keynesian after War World II. The concept suggests the government intervention toward economy as a must to gain justice and prosperity in the society. However, in 1980 was known as globalization years had turn the world to the market economy. This finally again attack the USA economy started from credit sector in to housing sector than spread to the other sectors. Bush's administration took an intervention policy by injecting economic stimulus at least US$700 milliard this is continued under Obama's administration. These movements have changed the relation between state and civil society from capitalistic orientation into welfare principles orientation.
