The political idea of representation is based on the idea that some person or institution acts on behalf of the people, by re-presenting their beliefs, attitudes and perspectives. These representatives meet in Parliament and perform a number of functions such as they make laws, they debate issues, they make representations on behalf of their constituents to the government and the public service, they monitor the expenditure of public money and the actions of the government. Jack Lively and others relevant theorists have argued these representatives functions and how do they work effectively. Having international evaluation on parliament work, this article aims to answer the question on how parliament as representative institution works effectively and contribute to democracy? How was the evaluation of Indonesian Parliaments? The first criterion of a democratic parliament is that it should be representative of the people. In the first instance this means that parliament should reflect the popular will as expressed in the choices electors make for their representatives and for the political parties in whose name they stand. A parliament that is significantly unrepresentative int his respect, whether through deficiencies in electoral procedure or the electoral system, will to that extent forfeit legitimacy, and be less able to reflect public opinion on the important issues of the day. The parliament functions as agent of representative, legislation, budgeting and monitoring are one packet to deliver their constituents needs and interest. In other words, it represent people rights to be served as a civil state.
