The Republic of Indonesia Constitution Year of 1945 has guaranteed democratically the relation between state and civil society. State is conducted by the politicians as a result of election and sovereignty. However, the implications of the people representative as well as people participation are still low. Civil society (the people) has no influences on anything needed and necessary to participate the state conductor. On the words, their interests are not being well represented in the public policy. This writing tends to show the relation between state and civil society which is based on the people principle as state pillar according to the constitution. Second, by looking the relation among four interaction within the nation, they are power by state, market, civil society and community (tribes and religion).
