Educational policy is the most importance of state instrument to change the educational system condition to meet the future. The Indonesian educational system have crucial problems, needed strategic policy and action. The problem complexity relate quality, equity, relevancy, and competitiveness. The emerge of UU BHP is one kind of state effort to ensure the ideal educational system with promote independency, transparency and accountability. The objective of this article is to predict the effectiveness of UU BHP, how the impact of UU BHP to the educational system, especially higher education. This article use library research and descriptive analysis method, especially policy prospective analysis. it is concluded that the future of educational system become more effective and better if the UU BHP implemented with good leadership and good management.
