The restructuring of relationship between central government and governor as representative of central government, besides avoids misunderstanding which can emerge conflict, makes clear the linkages between central government and province, and also can secure affectiveness the implementtation of government tasks at regional level, which up till now tends to be left in an unfinished state. In the context of regional relationship, the restructuring of governor position as the representative of central government will give clarity of relationship between province and regency/municipality which tends to be disharmonious. The urgency of restructuring, seen by normative aspect, is an order of article 38, verse (4) of law No.32 of 2004, seen by political aspect it could be a base of interaction between central regional government and inter-regional government based on reciprocal trust relationship. Seen by administration aspect, it can be said that the restructuring will be more secured the effectiveness of performance of governor as representative of central governor , it should be constructed in form of attributive authority inherent to the position of governor which could be meant as general government task and delegated authority. The attributive authority embraces unity of nation and other building, and delegated authority embraces building, controlling and coordination of implementing regional government task.Rescruturing also embraces organizing process based on the construction on of form of authority above mentioned. Organizing could be design into forms. One form embraces attributive task and authority which allocated into unit work of deconsentration, and deligated task and authority which could be integerated into unit work of regional apparatus.
