After ten years of the process of reform, the propersity of grass root is not the case that found improvement, but even more and more declined. It is natural if many parties questioned the benefit and loss of both idea and process of democratization itself. It can be understood if many parties who cares of nation salvation are worried about traumatic experience with several horizontal conlicts which raged in this archipelago, especially in Eastern part Indonesia. This paper, first, make a summary portrait of regional chief election recorded all this time at first part, and to be continued by determining perseptives and Frame of Analysis at second part. The discussion on political polarization which has been grown and followed by violence is presented at third part. This part discusses the portrait regional chief election by applying both perspectives and Frame of Analysis that has been presented at two prior parts. The discussion is made on regional election case of Maluku Utara directly compared to the case of Sumatera Selatan.
