The sentence of Constitutional Council related to judical review againts article 59 of law No.32 of 2004 opens widely the opportunity to individual or other organization, besides political party, to propose candidates to the position of regional chief to be elected by general election. If candidates to the position of regional chief could be proposed by individual, it means that the source of candidates is diverse. It could come from bureaucratic, military, business, campus , professional, social organization circle. It also means that the competition to the position of regional chief will be tight. The Law No.32 of 2004 has designed general election in electing regional chief to be conducted in one round system. but, by increasing the source of candidates, the number of candidates will immensely increase in many regions, and consequently, the general election, possibly will be realized in two round system, because in the first raound there will be no one candidate which acn obtain 25% as minimal percentage. These are some implications which will be emerged if individual candidate in general election of regional chief is applied. There will be others implications, as infectivity of regional government in exercising government affairs, political institutionalization and so on.
