Abstract
Indonesia is a country with natural resources abundance, mainly on mining and agriculture. Because of these important fortunes, several analysis praised Indonesia as a very promising country in Asian region. However, in the historical analysis we find that the country could not capitalize well its resources and even it is trapped by its resources. During oil boom (1970s-1980s), there was a protectionism orientation of industrial policy which bears inefficient industrial development. Seemingly, during recent palm oil boom (1990s – 2000s), there is a deindustrialization of manufacturing sectors. Despite of its natural resources abundance, Indonesia has uncompetitive industry with low human development. Districts with high production of CPO, for instance, are those with low level of public health. Industrial policy and social investment are needed in medium and long run development of Indonesia to enhance country level of development and avoid the natural resource traps.
