Network planning and design is an essential issue to optimize network performance. The main goal of network design is aimed at ensuring that a new network meets the needs of the subscriber. This paper describes the design of a network to estimate the demand trend in the next three years. The experiment is carried out using dummy data on 30 x 30 matrices and used clustering process in order to obtain an optimum basic network topology that ensures to meet the traffic demand.
