Legislators and trustees—even those who had genuinely befriended higher education—were deeply concerned about the quality of undergraduate teaching. Increasingly, the scholarship of most professors was seen as too narrowly specialized and self-referential. In airport bookstores, popular diatribes such as Charles J. Sykes’s ProfScam (1988) were readily available. On campuses, the old teaching versus research debate raged on ad nauseam.
