In December 2004 Ofsted published two parallel reports on Further Education – ‘Why colleges succeed’ and ‘Why colleges fail’. The data informing these reports, and Ofsted’s analysis, are drawn from inspections of 307 FE colleges between April 2001 and June 2004. According to Ofsted, 45 of these colleges were deemed to be ‘failing’, that is they were too focused on ‘processes and procedures’ as opposed to outcomes for learners. David Bell, head of Ofsted, described this failure rate as a disgrace (Kingston, 2004).
