Many commentators worldwide have noted a shift in the role of educational leaders in the last decade. Research from Israel, America, New Zealand, Australia, Hong Kong and Thailand variously describe a changing profile of activity as a result of the devolution of more responsibility to site level (Goldring, 1992; Hallinger et al 1994; Parkray & Hall, 1992; Smyth, 1996).This article focuses on one particular aspect of the shift - the increased emphasis placed on managing external relations as part of a widespread adoption of marketing as a philosophy and as practice.
