Leadership has been a major concern in the United Kingdom as one millennium has given way to another. In all aspects of life and work, from national politics downwards, we have sought to create and perpetuate strong leadership. Sometimes this has been in the heroic or charismatic mode; at other times it has been through &dquo;empowerment&dquo;, by means of which leadership is devolved widely through the system or the organisation.
