In July 1998 the DfEE announced ambitious plans to reduce the levels of exclusion and truancy from schools. Ms Morris, the Schools’ Standards Minister, speaking on behalf of the Government, stated that &dquo;we are determined to reduce the learning time lost by exclusion and truancy by one third by the year 2002... all of us in education must work together to tackle this problem.&dquo;
