The approach of a new millennium naturally concentrates our attention on what might be just around the corner. At such times, it is also worth looking back at events that brought us to this point. Education reforms, particularly government measures to subject public spending to greater predictability and control, or to by-pass bureaucracy and give back initiative to teachers and parents, have often produced quite unintended effects.
