What contribution can a university make to the leadership of the education service, in particular, schools. Recent years have seen a consistent and sustained challenge to the contribution of higher education to the preparation of leaders and managers in schools. Where there was once a virtual monopoly through short course and higher degree provision, government policy now appears to be to eradicate or marginalise the role of the university sector. This is best manifested in the development of the National Professional Qualification for Headteachers (NPQH) which makes no formal acknowledgement of the potential role of higher education, and through the attacks on educational research, most vociferously expressed by Her Majesty’s Chief Inspector of schools.
